This is the full text of Premier Kim Tok Hun’s report on the work of the Cabinet that was presented at the 6th session of the 14th Supreme People’s Assembly on 6 February 2022.

ON THE WORK OF THE CABINET OF THE DEMOCRATIC PEOPLE’S REPUBLIC
OF KOREA IN JUCHE 110 (2021) AND ITS TASKS FOR JUCHE 111 (2022)

REPORT ON THE WORK OF THE CABINET MADE BY
DEPUTY KIM TOK HUN, PREMIER OF THE CABINET

While confident that this session of the Supreme People’s Assembly that has been convened during the period when the fighting program of the Workers’ Party of Korea for the strength and prosperity of our great state and the welfare of the people is being highly supported and the complete development of socialism is being firmly pressed will become an important event in achieving clear changes in developing the state and improving the people’s lives, I will report on the work of the Cabinet last year and its tasks for this year.

The respected Comrade Kim Jong Un said: “The economic sector should focus on pressing more firmly the adjustment and improvement work while energizing the current production to raise the economy of the country on a rising track and provide stable and improved living for the people.”

The Cabinet organized and conducted the struggle to fulfill the economic policy of the Party with the focus on holding the metallurgical and chemical industries as the key links, adjusting and improving the foundations for production that were already prepared and normalizing production in all sectors of the people’s economy in accordance with the economic strategy that was presented by the Party last year.

Last year, the field of economic construction unfolded a resolute struggle to raise the economy of the country on a new track of development despite being presented with issues that are more difficult and complicated than what was predicted amid the persistent sanction schemes of the hostile forces and the conditions of the worldwide health crisis in order to fulfill the national total annual industrial output plan at 148%, and many ministries, central institutions, city and county people’s committees, factories and enterprises overfulfilled their annual people’s economic plans.

The agricultural sector, the front for the main attack in the socialist construction, fiercely caused the fever for high yields under the raised banner of scientific farming to achieve great success and raised the dairy production in support of the new childcare policy of the Party to start the supply of dairy products for children despite the continuing disastrous weather phenomena and the difficult conditions for supplying farming equipment.

The construction sector successfully advanced the task of constructing vast projects including the construction of 10,000 residences in Songsin and Songhwa districts, the third-stage project to improve Samjiyon City and the construction of 5,000 residences in Komdok area and the Potong riverside terraced residential district in order to clearly show the dynamic development and potential power of our style of socialism.

The important economic sectors including the metallurgical and chemical industrial sectors also achieved not a few successes in the struggle to fulfill the people’s economic plan last year.

The metallurgical industrial sector concluded remodeling and modernization works in more than 10 projects to prepare the foundations that can increase steel production.

The chemical industrial sector raised the production of the February 8 Vinalon Complex to overfulfill the plan for the production of vinalon, caustic soda and polyvinyl chloride and firmly pushed both the current production and remodeling and modernization in fertilizer factories including the Hungnam Fertilizer Complex to prepare the firm foundations that can completely supply nitrogen fertilizer to the agricultural sector and further increase the fertilizer production.

The electrical power industrial sector placed strength in adjustment and improvement for existing generating units to normalize the electric power production in order to maintain the state electric power system in a stable way while also supplying the power demand of the people’s economy.

While the coal industrial sector settled the shortage of equipment and materials based on its own official power bases despite everything being difficult, it fulfilled the basic and preparatory drilling plans and overfulfilled the coal production plan at 101%.

The rail transport sector was able to improve the state of the railways and raise its transport capacity while also overfulfilling the railway cargo transport plan at 103%.

The machinery industrial sector overfulfilled the production plan for important indices including compressors, electric generators and electric motors and produced and supplied bearings and tractor parts to the agricultural sector as planned to contribute in increasing agricultural production and realizing the mechanization of the rural economy.

The construction materials industry sector conducted the adjustment and improvement for the existing equipment of the Sunchon Cement Complex to overfulfill the state annual cement production plan at 109% which includes the fulfillment of the cement production plan in advance, and it firmly pressed the work of expanding the production capacity to prepare the foundations that can supply the necessary cement for the construction of important projects and the socialist rural construction.

The education sector firmly unfolded the work to raise the educational standards of universities, and schools at all levels methodologically conducted departmental contests for every area, school type and year level to raise the fever for studying and skill competition of students more than ever.

By putting strength in the work to strengthen the unified guidance and control of the state on last year’s economic work and improving the economic management method, advances were achieved in developing the economy and stabilizing the people’s lives.

The Cabinet discussed and decided the important issues in realizing the unified guidance and prospective management of the state to make big steps in strengthening the Cabinet responsibility system and the Cabinet-centered system and realizing the stable management of the economy.

Many successes were also achieved in the emergency anti-epidemic work to prevent the entry and spread of the worldwide malicious virus and the struggle to wipe out anti-socialist and non-socialist acts.

The successes that were achieved last year further strengthened the confidence to seize as many militant goals of the new five-year plan for as long as there is the wise leadership of the Party and the strength of our people who are going out like mountains to firmly defend the authority of the Party Congress.

The respected Comrade Kim Jong Un presented the fighting line and strategic and tactical policies for a groundbreaking advance of the socialist construction at the historic 8th Congress of the Workers’ Party of Korea and wisely led the carrying out of the tasks for the first year of the new five-year plan at the front.

Having the respected Comrade Kim Jong Un continuously convene plenary meetings of the Party Central Committee and enlarged meetings of the Political Bureau and set up revolutionary measures to promptly correct the faults and biases in executing the economic policy of the Party became important events that allowed the Cabinet to successfully press the economic work of the first year of the five-year plan.

The energetic leadership of the respected Comrade Kim Jong Un, who generously considered even the necessary funds for the economic work and the people’s lives while repeatedly giving the belief that the work of the Cabinet is the work of the Party Central Committee, became the encouraging banner and the source of strength that allowed the Cabinet to sincerely carry out its role as the economic command.

The immortal revolutionary achievements of the respected Comrade Kim Jong Un, who presented the fighting program that leads our revolution towards the new victory and opened the prologue for the complete development of socialism with his extraordinary ideas and leadership and great patriotic devotion, will forever shine in the history of the country.

Serious faults also appeared in the work of the Cabinet last year.

Through the process of last year’s struggle, we found the serious lesson that we cannot expect any progress in the economic work and the people’s lives if the economic guidance officials do not carry out their duties as masters who are responsible for the economic of the country no matter if the Party presented correct economic policies and granted its belief and authority.

We are now facing the heavy yet responsible tasks of building the firm assurance for carrying out the five-year plan and achieving clear changes in developing the economy and improving the people’s lives.

The Cabinet will conduct economic organizational work and command to achieve the overall economic development of the country this year with the focus on pressing the realization of the adjustment and improvement strategy of the Party to firmly cement the base for carrying out the five-year plan while firmly keeping the principle of advancing the metallurgical and chemical industries which form the basis for the independent economy.

The metallurgical industrial sector will thoroughly set up economic and technological measures to normalize the production of important steel mills, steelworks and iron mines at a high standard and lead the supply of raw materials, fuel and materials to produce iron trifluoride, pig iron and rolled steel as planned, as well as firmly push forward the expansion of production capacity and remodeling and modernization.

The chemical industry sector will produce all types of chemical goods including nitrogen fertilizer and caustic soda while concentrating strength in the project to establish the C1 chemical industry.

The electric power industrial sector will actively control the production in the direction of being in parallel with thermal power while having hydroelectric power as the basis, reduce the transmission loss for electric power and increase the standards for operating the state integrated electric power management system to satisfactorily supply the electric power demand for every sector of the people’s economy.

The coal industrial sector will have coal mines firmly set up explorations and drillings, actively introduce advanced coal mining methods and continue to firmly press the development new coal mines to have the coal production capacity match the demands of the people’s economy.

The machinery industrial sector will produce mechanized goods including cargo vehicles, tractors and hydroelectric power generators while actively propelling the remodeling and modernization and the restoration of the original performance of processing equipment.

The natural resources development sector will secure reserves of useful minerals including mineral resources and stone resources and conduct explorations for natural gas and thermal springs, and the mining industrial sector will expand the production capacity of mines, smelters and factories and actively accept advanced mining, ore concentration and smelting processes to increase the production of non-ferrous metals and nonmetallic minerals.

The traffic and transportation sector will increase freight car, freight truck and ship transports and strengthen the material and technological foundations of the forestry sector to fulfill the log production plan and forest creation plan.

The construction and construction materials sector will firmly create construction unites and equip highly efficient construction machinery and equipment, and it will normalize cement production while actively pressing the work to create cement production capacity to supply the construction of important projects and the rural construction.

The information industrial sector will place strength in the work to develop the information and communications of the country, localize various electric goods and equipment and model the business of the state in an information-oriented way.

The land management sector and the urban management sector will strongly push forward the work to totally mobilize for land management and prepare convenient and cultural living conditions and environment for the people including qualitatively repairing houses, public buildings, roads and bridges.

The external economic sector will continue to propel the work to restore the monolithic trade system of the state.

The agricultural sector will hold the five elements for agricultural development that were presented by the Party and produce many more grain to normalize the food supply for the people.

The production of meat, eggs and dairy products will be increased by strengthening the work of breeding excellent species of domestic animals including edible domestic animals and resolving the feeding issue and food additives and strength will be placed in the production of fruits, vegetables, mushrooms and oil crops to actively contribute to the dietary lives of the people.

The provinces, cities and counties will realistically set up and firmly press their prospective plans and their plans for every stage and year to construct all the rural villages throughout the country into affluent and cultural ideal socialist villages in the standard of the rural villages in Samjiyon City.

The light industry sector will produce various people’s consumer goods as planned and conduct and the fisheries sector will conduct scientific and active fishing to increase the production of seafood including fish.

The commercial sector will immediately restore the unified commercial management system of the state to preserve the nature of socialist commerce.

The Cabinet will decisively improve the guidance and management on the state economic work as the command tower for developing the state economy.

The Cabinet will bring together the entirety of the state economy in a unified way, set up the strong discipline of having all sectors and units unconditionally carry out the people’s economic plan for every 10 days, month and quarter, completely root out boasting and reasonably correct unreasonable procedures and approval systems.

The path to self-reliance and self-prosperity will be opened through the development of science and technology and the work in the cultural sector including education and health will be further improved.

The emergency anti-epidemic work will be made the top priority of the state work, the anti-epidemic wall will be firmly piled up and the anti-epidemic base of the country will be set up on scientific foundations to defend the security of the state and the people and successfully assure the socialist construction.

The Cabinet will fundamentally innovate the fighting spirit, work attitude and leadership ability of officials in this year when a grand struggle will be unfolded to firmly lead the socialist construction towards complete development and have them be endlessly devoted for the Party and the revolution and for the people.

The Cabinet will carry out its responsibility and duty in the struggle to firmly guarantee the unified operation and command for the overall economic development of the country and shine this significant year as the year of victory that will be particularly recorded in the history of our country with detailed economic organizational work and strong practices.
